DQ5_Rebuilder refuses to run.

4879F9004C86635E5C03FE81CAE6B70D The rebuilder app required for patching the iso file for DQ5 refuses to run giving the message displayed on the provided picture, I have even tried installing ActivePerl 5.12.1 Build 1201 but no luck so far.
The OS is WinXP pro sp3 running on administrator mode.
